CPUC To Hold Public Forums on PacifiCorp’s 2023 General Rate Case
The California Public Utilities Commission (CPUC) will hold remote public forums to provide an opportunity for customers of PacifiCorp to offer their perspective and input to the CPUC about the company’s 2023 rate increase proposal, as follows:
WHEN: November 7, 2022, 1 p.m. AND 6 p.m.
WHERE: Remote access via webcast or phone for all public forums, as follows:

- Participants who choose to participate via webcast only will have audio and video capabilities but will not be able to make verbal comments. If you would like to make a comment during the meeting, the phone-in information is below.

Customers of PacifiCorp are encouraged to participate in one of the public forums.
These public forums (also formally known as Public Participation Hearings) will not have in-person attendance. Members of the public can view the public forums via the Internet or listen and make comment by toll-free phone line. Those who would like to make public comment must participate by telephone.

WHAT: Each remote public forum will begin with a brief overview of the proceeding, followed by public comments. Public comments will be heard via phone. At least one representative from PacifiCorp will be present throughout the forum to answer service or billing questions.
BACKGROUND: On May 5, 2022, PacifiCorp submitted its 2023 General Rate Case application (A.22-05-006) requesting CPUC approval to increase rates 25.7 percent for its electric customers beginning in 2023. According to PacifiCorp, main contributors to the rate increase are wildfire mitigation and vegetation management costs as well as costs for operating its electric system, administrative costs, depreciation expense, and capital costs. Additionally, PacifiCorp is proposing two new time-of-use rate schedule options and to increase the California Alternate Rates for Energy (CARE) discount on electric and gas bills for qualifying customers from 20 percent to 25 percent.
For 2023, PacifiCorp is requesting that the CPUC approve a base revenue requirement increase of $27.9 million, for a total base revenue requirement of $110.09 million. This is a 34 percent requested increase in base revenue requirement over the 2022 base revenue amount of $82.13 million. This increase results in a net overall revenue requirement increase of 25.7 percent when commodity costs and other items not examined during this proceeding are included in the calculation.
The CPUC welcomes remote attendance and comments on PacifiCorp’s request at the public forums, as public comments will help the CPUC reach an informed decision. The Administrative Law Judge assigned to the proceeding is scheduled to issue a Proposed Decision in the case for CPUC Commissioner consideration in the next year.
While a quorum of Commissioners and/or their staff may attend the remote public forums, no official action will be taken on this matter.
