Two-Day Electric Rate Forum 2017

The CPUC is hosting a two-day forum to discuss innovative rate design concepts to facilitate better integration of renewable energy, lower costs for electricity consumers, and more efficient use of storage and other demand management technologies.

The forum includes leading rate design experts from Stanford, UC Berkeley, California utilities, Spain, and Illinois, as well as representatives from the solar, storage, demand response, and electric vehicle industries.  The first day features panels on the use of demand charges for non-residential customers and other approaches to recovering the costs of providing adequate generation, transmission, and distribution capacity to ensure reliable electric service.  The second day focuses on real time pricing and other dynamic rates, including a discussion of the technologies that enable customers to respond to dynamic rates and customer experiences in other states and countries.

In conjunction with the forum, CPUC staff asked the Regulatory Assistance Project (RAP) to prepare a report on non-residential rate design.  The report discusses core principles of rate design, compares California's rate structures to other jurisdictions, and offers recommendations for future modifications to California rates. It is scheduled for release the first week of December.
