Rolling Portfolio Program Guidance
Background
The Commission established and adopted the Rolling Portfolio process for reviewing the utilities energy efficiency program administrator's portfolios in October 2015. In August 2016, the commission adopted D.16-08-019, which provided changes to requirements for statewide and third party programs and their administration. Under the context of the energy efficiency rolling portfolio overseen by the investor-owned utilities, D.18-01-004, approved the solicitation process for procurement of energy efficiency programs for the next several years and beyond. The decision requires the utilities to have at least 60 percent of their energy efficiency portfolio budgets designed and implemented by third party implementers by the end of 2022. This page will contain guidance for programs as well as the third party solicitation.
