Draft Forecast Scenarios
The CPUC hosted a webinar to outline and discuss the draft forecast scenarios under consideration for the 2023 Potential and Goals Study. The presentation is available here: 2023 PG Study Scenarios Webinar - December 2022
We are soliciting stakeholder comment on these draft scenarios, as well as other topics. Written comments are due by January 6, 2023 – please consider these following questions when writing your comments:
- Do you believe the CPUC staff proposed scenarios capture a reasonable range that can inform goal setting?
- Other IRA considerations?
- C-E thresholds?
- What key variables should be the focus of scenario design?
- Should incentive layering be factored into fuel substitution potential, and if so, how?
- Are there any structural factors that play into current PA goal attainment levels that should inform the study?
- CPUC staff aim to choose 4 scenarios – do you have suggestions for specific scenarios to consider?

Measure Characterization
The draft residential and commercial measure list for the 2023 Energy Efficiency (EE) Potential and Goals Study (PGS) and accompanying documentation linked below cover the residential and commercial sector measures that are proposed for inclusion in the PGS. Please read the attached PDF before crafting comments.
We are soliciting stakeholder comment on this draft measure list. We invite stakeholders to submit informal written comments on these materials via email. Stakeholders may comment directly in the designated stakeholder comment column in Excel and e-mail the file as a response. Stakeholders may also provide comments in written format outside of Excel, though we ask that you cite specific measure names where possible. Please consider the following questions when writing your comments:
- Are there additional measures or technologies that should be included? Or existing measures that should be excluded?
- If so, which are the highest priority to incorporate into the 2023 Study?
- Do you have program and measure (including fuel substitution) data to share that's not available via eTRM/DEER/Workpapers or CEDARS?

EE 2023 Potential and Goals Study

The draft workplan for the 2023 Energy Efficiency EE) Potential and Goals Study (PGS) has been posted to the CPUC's PDA and is also attached in the webpage. This workplan details the proposed approach to the upcoming PGS cycle, which will set the EE goals for IOUs and inform the CEC's downstream forecasts.
We are soliciting stakeholder comment on this draft workplan. There was an online workshop to present the workplan, answer stakeholder questions, and solicit stakeholder feedback on August 2nd from noon to 2pm. Following the workshop stakeholders will have two weeks to submit official written comments to the proceeding that will be considered in any edits made to the workplan before it is finalized. Written comments are due on August 16th.
