Provider of Last Resort (POLR)
Senate Bill 520 (Hertzberg, 2019) required the CPUC to develop rules and regulations for a Provider of Last Resort should a CCA or ESP fail. SB 520 identified the IOU as the POLR and ordered the CPUC to ensure cost recovery, continuity of service and reliability, and continuation of California's clean energy goals. The CPUC initiated a Rulemaking in March 2021 to develop POLR rules (R.21-03-011) based on the requirements of Senate Bill 520.
